Vacant Property Refurbishment Grant,
The Vacant Property Refurbishment Grant through the Croí Cónaithe (Towns) Fund is a payment you can get if you are turning a vacant house or building into your permanent home or a rental property. The original scheme was launched in July 2022 for towns and villages. It had been extended (On 15th November 2022) to include cities and rural areas.
It has now been further extended (as of 1st May 2023) to include the property as your principal private residence or make it available for rent, and proof that the property has been vacant for at least 2 years and that it was built on or before 2007,
A grant of up to €50,000 is available to refurbish a vacant house or building into your permanent home or a rental property. The grant is inclusive of the VAT cost of the works payable on completion of work based on vouched expenditure.
If the refurbishment costs exceed the standard grant of up to €50,000, a top-up grant amount of up to €20,000 is available. To get this top-up grant, you must confirm that the property is derelict. This means that the property is structurally unsound and dangerous. The total grant available for a derelict property is therefore €70,000.
Repair and Leasing Initiative
The Repair and Leasing Scheme is an opportunity to bring vacant houses or commercial properties back into use as homes for families and individuals on the social housing waiting list.
Suitable buildings are typically located in central locations or are in high profile sites that benefit from renovation. Some key areas of interest for Towns & Villages In Tipperary.
Under the Repair and Leasing Scheme, the local authority or an Approved Housing Body (AHB), will provide interest free funding of up to €80,000 (including VAT) per individual home delivered, to bring the property up to rental standard. In return, the homes are leased to the local authority or an AHB for between 5 and 25 years. The loan is repaid via a deduction in the monthly rent over an agreed term within the lease.
What is RLS and what funding is available?
- RLS provides social housing through the renovation of vacant privately owned properties.
- Tipperary County Council or an approved housing body (AHB), provides a loan to carry out works on vacant properties to bring them up to rental standards[1].
- The renovated home is leased to the Tipperary County Council or AHB to provide social housing for between 5 and 25 years.
- The maximum loan is €80,000, including VAT, per completed unit; 2 units max €160,000, 3 units max €240,000 etc.
- The loan is offset against the monthly lease payment to the owner.
- Income – lease payments maximum 80%/85% of market rent for long-term leases or 92%/95% for RAA, less offset.

- Tipperary County Council or the AHB is the landlord to the tenant; no day to day maintenance (long-term lease only).

- Interest free loan up to €80,000 including VAT, per unit, for example, where a vacant pub is converted into 7 units, maximum funding of €560,000 is available. In the case of multi-unit developments, funding may be apportioned between units.
- There is no limit on the number of units one property owner can provide under RLS.
- Tax relief under the Living Cities Initiative may apply, where appropriate (provided that all other requirements of the Initiative are met).
What properties qualify?
- Properties must be vacant for at least 12 months; and
- Tipperary County Council must decide that the units are required and suitable for social housing
Home Energy Upgrade Grants (SEAI)
Homeowners and purchasers may be eligible for a range of government-backed energy upgrade grants through the Sustainable Energy Authority of Ireland (SEAI). These grants are designed to improve energy efficiency, reduce heating costs, and enhance overall comfort within the home.
There are a number of grant options available, including individual upgrades or a full home retrofit, depending on the condition of the property and the level of works required.
Available Grants May Include:
- Attic Insulation Grants – up to approx. €2,000, helping to reduce heat loss through the roof
- Cavity Wall Insulation – up to approx. €850 (mid-terrace), depending on house type
- Internal Wall Insulation (Dry Lining) – up to approx. €2,000 (mid-terrace), ideal for solid wall properties
- External Wall Insulation (Wrap System) – up to approx. €3,500 (mid-terrace), providing a full external insulation finish
- Heat Pump Grants – up to approx. €12,500 for energy-efficient heating systems
- Heating Controls Upgrade – approx. €700 to improve heating efficiency
- Solar Panels (Solar PV) – up to approx. €1,800 towards installation
- Windows Upgrade Grants – up to approx. €1,800 for mid-terrace homes (higher for larger properties)
- External Doors – approx. €800 per door (typically max. two doors)
In addition to individual measures, homeowners may opt for a complete home energy retrofit, which can include insulation, heating systems, ventilation, and windows, with higher overall grant support available.
For qualifying applicants, there are also fully funded upgrade schemes available, which may cover insulation and heating improvements at little or no cost, subject to eligibility.
These grants can significantly reduce the cost of upgrading a property and are particularly beneficial for purchasers undertaking renovation projects, especially when combined with the Vacant Property Refurbishment Grant.
